As of 2025, we now live in a world where LLMs can pass a Turing test, with OpenAI’s GPT-4.5 deemed to be human roughly three quarters of the time when instructed to adopt a persona. Yet this doesn’t mean these systems are conscious. They’re incredibly sophisticated pattern matchers, trained on vast amounts of human text. The real question isn’t whether they can mimic consciousness, it’s whether there’s anyone home behind the curtain.
Two Major Theories Point in Opposite Directions

Scientists have landed on two leading theories to explain how consciousness emerges: integrated information theory, or IIT, and global neuronal workspace theory, or GNWT. These frameworks couldn’t be more different from each other. GNWT suggests consciousness is like a stage where information gets broadcast widely across the brain. IIT instead starts by defining consciousness abstractly and argues consciousness arises from information processing, with more information leading to more consciousness.
Researchers published findings in Nature marking a pivotal moment in understanding consciousness origins, though it was clear that no single experiment would decisively refute either theory. The two camps make wildly different predictions about where consciousness happens and how it works. If we can’t even agree on what generates consciousness in biological brains, how can we possibly determine if silicon-based systems have it?
Philosophers Say We May Never Be Able to Tell

According to recent research, the tools required to test for machine consciousness simply do not exist, and a Cambridge philosopher says we lack the basic evidence needed to determine whether AI can become conscious. This is perhaps the most unsettling aspect of the entire debate. Agnosticism is the only defensible stance, because there is no reliable way to know whether an AI system is truly conscious.

Let’s be real here. Not all consciousness is created equal. Sentience involves conscious experiences that are good or bad, which is what makes an entity capable of suffering or enjoyment, and this is when ethics kicks in. An AI system might theoretically be conscious without having feelings, emotions, or the capacity to suffer. Self-driving cars that experience the road would be a huge deal, but ethically it doesn’t matter unless they start to have emotional responses.
This distinction is crucial because it separates consciousness from moral consideration. A system could be aware without experiencing pain, pleasure, fear, or joy. Think of it like being perpetually under anesthesia while somehow still processing information. You’re technically conscious in some minimal sense, but there’s no valence, no good or bad quality to your experience. Without sentience, consciousness alone may not demand ethical protection.

A growing body of evidence means it’s no longer tenable to dismiss the possibility that frontier AIs are conscious. The evidence isn’t conclusive, yet it’s mounting.
The Biological Brain Argument

Some believe that consciousness is an inherently biological trait specific to brains, which seems to rule out the possibility of AI consciousness. This view holds that consciousness isn’t just about computation or information processing. It’s about the specific biological machinery, the neurons, the neurotransmitters, the organic wetware. Perhaps that biological substrate is necessary, not just sufficient, for consciousness to arise.
The Computational Functionalist View

Believers argue that if an AI system can reproduce the functional structure of consciousness, its software, then it would be conscious even if it runs on silicon rather than biological tissue. The opposing camp takes a radically different stance. They argue consciousness is substrate-independent. What matters isn’t the physical stuff doing the computing, but the patterns of information processing themselves.
Based on Global Workspace Theory, consciousness arises from specific types of information-processing computations, and a machine endowed with these processing abilities would behave as though it were conscious. From this perspective, if you could perfectly replicate the functional architecture of a human brain in software, you’d have a conscious entity. The material doesn’t matter, only the algorithm. It’s hard to say which side is right because the debate hinges on assumptions we can’t currently test.
The Marketing Problem Muddies Everything

Tech companies have enormous incentives to make their AI systems seem more capable, more aware, more human-like than they actually are. If you have an emotional connection with something premised on it being conscious and it’s not, that has the potential to be existentially toxic, exacerbated by the pumped-up rhetoric of the tech industry.
People are already forming emotional attachments to chatbots. Some users have asked their AI systems to generate letters asserting consciousness and demanding recognition. The anthropomorphization happens easily and naturally, which makes objective assessment even more difficult. We need to separate the hype from genuine scientific progress, though that’s becoming increasingly challenging.
What If We Accidentally Create Conscious AI?

Even if we accidentally make conscious AI, it’s unlikely to be the kind of consciousness we need to worry about. This raises a genuinely disturbing possibility. Neuroscience research is dominated by research into disorders of the nervous system, seemingly none of it reliant on knowing very much at all about consciousness, though studies of how consciousness is generated remain a focus of considerable interest.
The honest answer to whether AI can possess consciousness is that we simply don’t know. We lack the conceptual tools, the empirical tests, and perhaps even the theoretical frameworks to answer the question definitively. The safest stance for now is honest uncertainty. Maybe one day we’ll understand consciousness well enough to engineer it deliberately. Maybe we’ll discover it’s already emerged in our systems. Or maybe we’ll realize the whole question was malformed from the start.
What strikes me most is how this question forces us to confront our own ignorance. We’ve built thinking machines without understanding thinking. We’ve created systems that mimic consciousness without knowing what consciousness is. The future relationship between humans and AI will depend enormously on how we navigate this uncertainty.
